This topic has been discussed many times on the international forums, but iRiver never really gave a proper reply.

From those discussions, people seem to think it could be an EMC issue (electro-mechanical noise), meaning that when the hard drive spins up (to save part of the recording from the buffer memory) it causes interference with the radio reception, meaning that the recording quality would be very bad.

Apparently, iRiver Germany are still advertising FM recording as an ihp-120 feature, iRiver America's ihp-120 product press release also mentions FM recording, and the ihp-100 manual (which iRiver put up on their website and then replaced it later) also mentioned FM recording.

It seems that at the last minute (either before the ihp-100 launch or the ihp-120 launch) iRiver decided that it wasn't feasable to have FM recording on the iHP.

So as it stands, it looks unlikely that the current iHPs (100 and 120) will be able to have FM recording.
