Umm....
The h1xx series doesn't have usb charging
.Though you can charge from the usb port of your pc if you use a minisync cable

Clarebear do as M.H said and check the charger is functioning , or have it tested . (do not try it at a higher voltage as it will destroy your player). Normally the green light should come on even if the battery is dead flat.
Also check the polarity is correct (center pin is positive).
