Hmmm ... other ideas ...
1. Does your Windows XP have Service Pack 2 installed?
2. Is the T20's battery charged? T20 was the only T-series player with a built-in lithium ion battery. You charge it by connecting to the USB on a computer with Windows XP Service Pack 2 and Windows Media Player 10 installed. Check the T20 manual for complete charging instructions.
3. Did anyone happen to do a firmware upgrade on the T20 while it's battery was very low? Doing that can "brick" a T-series player, in other words it can permanently break it until repaired by iriver.
4. Was the T20 purchased as a used or refurbished item, or purchased from EBay or a private seller? If so, it is possible the built-in lithium ion battery was already dead prior to purchase. "Dead" meaning completely spent ... unable to accept any more charges. T20 is an older player, and it was discontinued before the exchangeable-battery T10 and T30 players were discontinued. At this point it would be unusual to see a brand new T20 sold at regular retail.
Having the player not turn on at all even when it is not connected to the USB is not a good sign. Sounds like a dead battery or a bricked player.
