Some are saying its a publicity stunt, but I think Steve is a genuinely good guy and I really like the open letters he puts out on the website because its a bit of a personal touch having a message straight from the top (in the same way his keynote speeches are always quite entertaining, as opposed to the usual corporate business-plan mumbo-jumbo).

It's not that Steve Jobs is a genuinely nice guy for doing this. He is a sales person that makes it his business to make sure the customers are happy. It is said the key to good sales is to keep customers happy and to project good customer relations
If Steve Jobs was truly feeling guilty what he should have done is to offer all previous iPhone customers a $200.00 rebate instead.
