I added hebrew layout, probably incomplete. Needs to be verified and completed.

I'm not aware of any developer who's willing to implement it yet. I haven't added it to the feature request tracker, as I want the design to be well thought out before I do so. That way a developer "only" has to program it and doesn't need all his time for solving functional problems. (I am aware of the huge understatement)
