Do you have a partitioning program like Acronis Disk Director... there are others but I know this one best. Many allow for a trial period. You might download a few demos and see what they report... possibly the drive was formatted as a 20GB and that's why it's all you see, with a "hidden" unformatted remainder that only shows up when you go to fully format (or when you run a dedicated disk partiton proggy).

Drive ID information can be altered, but it seems like a lot of work for the payoff of doing so, and once word got out the seller would be spurned.

I lean toward checking out some other drive utilities.
